Update: Artifacts!

Happy to announce the addition of artifacts and chests to hold them.
Levels now have chests spawn, chests can drop either weapons or artifacts.
Artifacts grant permanent effects. There are currently six of them to test out.
Chests and artifacts have some sounds to accompany them.
